Empire CM, Inc. is a general construction company that is wholly owned by the founders of Fairbrook Communities. As a self-performing operation, we specialize in our sole development focus of garden apartments. Each of our communities repeats a thoughtful building layout with high-end appliances and finishes.
The Empire CM team gleans more than a century of collective experience in the Inland Empire, which makes us the right choice for every job.

THE EMPIRE CM DEVELOPMENT
STRATEGY
Expediting the development process with our simplified approach
We work with the sellers’ timeline to ensure a seamless closing experience.
Immediately following our feasibility analysis, our projects begin municipal entitlements where we design and create our proposed community. Once our creation is entitled, we quickly move through our construction permitting process and are normally ready to break ground at 9 months from inception.
Building each community is part of our expertise. Each project replicates previously constructed buildings with varying exteriors. Part of our craft is achieving simplicity through economies of scale, and most of our projects are leasing units at 9 months of construction. From there, each month yields a new certificate of occupancy.
Now that the project is complete, we hand the reins over to a professional management company we believe can expertly handle all daily operations, leasing, and reporting. We stay in close contact with our management team to discuss leasing exposure, concessions, and renovations to keep our community in exceptional condition.

Selecting our next community
Our company has regional expertise in the Inland Empire and is comprised of Riverside and San Bernardino Counties. Within those counties we build our communities with great access to major transportation corridors and employment centers. Immediately surrounding our properties, we look for safe neighborhoods, convenient grocery shopping, and excellent schools.
The goal at Fairbrook Communities is to deliver impact housing to a scarce market during one of the most severe housing crises Southern California has ever seen. As such, our team has limited capacity for General Plan Amendments and prefers land zoned for medium- to high-density residential. Please see our Acquisition Criteria to submit your land.
